The Lake Land project was initiated after our CCTV inspection confirmed water intrusion at the primary spillway and a structural deficiency in the outlet conduit approximately 10 feet downstream. Simply put, the old outlet pipe was leaking water. Now, H&P is providing full engineering services for the rehabilitation of Lakeland Dam, located just off Leesville Road, a high-hazard structure regulated by the Virginia Department of Conservation and Recreation (DCR) Dam Safety.
The scope of work includes abandonment of the failing primary spillway and outfall, design and installation of a new primary spillway with a low-flow siphon, removal of trees and stumps within 25 feet of the embankment per DCR requirements, and installation of a staff gauge for monitoring emergency spillway flow depths. H&P is providing comprehensive services across all project phases — including topographic survey, construction documents, construction administration, and record drawings — ensuring seamless coordination from design through project closeout.
As part of our commitment to maximizing value for our clients, H&P is also assisting Lakeland Club with a grant application through DCR’s reimbursable grant program, which offers funding assistance to dam owners for qualifying engineering and construction costs. By managing the full permitting and grant coordination process, H&P is helping Lakeland Club navigate a complex regulatory environment while delivering a cost-effective, long-term solution to protect the dam and the surrounding community.
